This visit is significant as it marks the first high-level engagement between India and the Maldives since the election of President Mohamed Muizzu, who has shifted the island nation’s foreign policy closer to China, creating tensions in India-Maldives relations.
The EAM was greeted at Velana International Airport by Maldives’ foreign minister Moosa Zameer.
Upon landing, Jaishankar tweeted: “Pleased to arrive in Maldives. Thank foreign minister Moosa Zameer for receiving me at the airport. Maldives occupies an important place in our vision of ‘Neighbourhood First’ & ‘SAGAR’. Looking forward to fruitful engagements with the leadership.”
Zameer also took to X and said: “Delighted to welcome Minister of External Affairs of India Dr S Jaishankar on his official visit to the Maldives. Looking forward to having meaningful discussions to further solidify the historic ties between Maldives and India!”
During former President Ibrahim Mohamed Solih’s administration, Jaishankar visited the Maldives three times.
What is on the agenda?
During this visit, Jaishankar is scheduled to hold bilateral discussions with President Muizzu and minister Zameer.
The EAM’s discussions will be closely watched for indications of how India plans to navigate its relationship with the Maldives under the Muizzu administration.
During his three-day visit, Jaishankar will observe the progress of the Thilamalé Bridge, a project funded by India’s loan assistance.
He will also travel to Addu to inspect the ongoing projects supported by India, including Addu’s road development and the Hankede project. Additionally, the Police College in Addu City was developed with India’s assistance.
- Strengthening bilateral relations: The primary goal is to explore new avenues for advancing the bilateral relationship, which has historically been strong, particularly in defense and security sectors.
- Diplomatic engagement: Meetings with Maldivian leadership are expected to focus on restoring trust and dialogue. This includes discussions on regional security, economic cooperation, and cultural ties, aiming to stabilise the relationship after months of tension.
- Addressing strategic concerns: Given the Maldives’ pivot towards China, Jaishankar is likely to discuss strategies to ensure that India remains a significant partner in the region. This includes addressing concerns about Chinese influence and investments in the Maldives, which have raised alarms in New Delhi.
Tense ties
The relationship between India and the Maldives has been strained since Muizzu’s administration took office in November 2023. His campaign included an “India-out” stance, which called for the withdrawal of Indian military personnel from the Maldives. This demand was quickly acted upon, leading to the replacement of Indian military presence with civilian personnel.
Tensions escalated further when derogatory remarks against Prime Minister Narendra Modi were made by Maldivian officials, prompting backlash and the suspension of those involved.
